Drought-stricken Spanish islands are draining their underground water reserves at record rates, with the Balearic Islands exceeding legal extraction limits across all four main islands as an urban boom collides with a historic dry spell.

The Balearic Islands are facing a critical water crisis as overexploitation of underground aquifers combines with prolonged drought, according to environmental coalition Alianza por el Agua. Water reserves across the archipelago stood at just 39% capacity in July, down six points from the previous month, with Mallorca at 39%, Menorca at 34%, and Ibiza at 42% [222058].

All four islands are exceeding their legal water extraction limits. Formentera leads with a 70.8% overrun, followed by Menorca at 35.5%, Ibiza at 15.4%, and Mallorca at 8.5%, meaning the water systems "cannot rest," the coalition warned [222058].

On Mallorca, public supply accounts for 55.6% of all groundwater extraction, while scattered rural properties add another 22.4%. Together, these uses consume over three-quarters of the island's extracted water. Agricultural use has fallen by 25.9%, with the freed-up water going to housing and urban supply instead [222058].

The Pitiusas islands—Ibiza and Formentera—show the most widespread overexploitation. Twelve of their 16 water bodies exceed their quotas, concentrating 78% of total extraction. Rural housing consumption has surged 62.5%, now representing over a third of all water drawn. Ibiza's desalination plants are already running at 95.7% of annual capacity, leaving no room for additional pressure [222058].

The crisis is hitting communities directly. The Mallorcan village of Deià will cut water supplies three days a week starting August 14, targeting several areas including the luxury hotel La Residencia, which currently uses about 20,000 liters of water per day. Mayor Joan Ripoll signed the order, calling the decision "unpleasant and inevitable" [217593].

Deià consumes roughly 3,500 cubic meters of water per week, with about 35% of that volume—some 1,225 cubic meters—delivered by truck [217593].

Tourism is driving much of the demand. According to a study by the University of the Balearic Islands, non-residents directly consume 24.2% of the water used in the islands during peak season. The 2021 Housing Census shows that 65% of Deià's residential stock is not used as a main residence, with the figure exceeding 60% in nearby Fornalutx, Banyalbufar, and Andratx [217593].

The coalition is calling for the reversal of a so-called "omnibus law" that allows town councils to approve urban development plans without prior water availability checks. Spokesman Rafael Tur stated that unlimited construction is the root cause of the aquifer depletion, worsened by the recent legislation [222058].

The group also points to underused desalination plants and significant network leakages as contributing factors. They urge faster renewal of supply networks to cut losses, maximizing existing desalination before building new plants, investing in sanitation for water reuse, and tightening control over extraction permits in rural areas [222058].

Separately, the Civil Guard's nature protection unit Seprona is investigating systematic sewage discharges from Ibiza Airport's treatment plant into Ses Salines Natural Park, the island's most protected natural area. Independent laboratory tests commissioned by the Water Alliance found sewage bacteria levels up to 12 times above legal limits and other contaminants up to 17 times higher [219968].

The airport's treatment plant was designed for five to six million passengers annually, but the airport now handles nine million. "The facility is clearly overwhelmed," said Rafa Tur [219968].
