Ukraine's civilian casualties were already increasing. New restrictions on Starlink satellite internet will likely make the situation worse.
The mobile internet system is critical for Ukraine's air defenses. Limiting it will hurt Kyiv's ability to intercept incoming attacks more than it will affect Ukraine's strikes on Russian oil refineries.
The timing is dangerous. President Volodymyr Zelenskyy says that for two nights in a row, Western allies failed to warn Ukraine about incoming ballistic missiles. Without warnings, no air raid alerts were issued.
Overnight, Russia bombed three power plants that supply Kyiv. The goal: cut off heating and electricity to the city as winter approaches.
Zelenskyy now must hope that U.S. intelligence support continues. Without it, more civilians will die.
