The European Union has proposed a new sanctions package that would deny entry to anyone who has served in Russia’s armed forces during the invasion of Ukraine. The measure is part of the bloc’s 21st round of penalties against Moscow.
The proposal also targets Russia’s so-called shadow fleet—a group of aging tankers used to evade oil price caps—as well as Russian banks and cryptocurrency transactions. If approved, the ban would prevent thousands of Russian combatants from traveling to EU member states.
