Turkey’s Framework Law: No General Amnesty, Only PKK Clause in 15-Article Draft
Turkey’s long-awaited “Framework Law” is in its final stage of preparation and does not include a general amnesty, a senior official has confirmed, with the 15-article draft set to head to parliament next week.
A top Turkish official, Ayşegül Doğan, announced that the so-called “Framework Law” is nearly ready but has not yet been sent to parliament [204137]. Doğan also called on the media to use a more inclusive and constructive tone when reporting on the issue [204137].
A separate senior Turkish official clarified that the 15-article draft law contains no general amnesty or provisions targeting specific individuals. The only security-related measure in the current package concerns members of the PKK, a group designated as a terrorist organization by Turkey, the United States, and the European Union [204130]. The official emphasized that the draft is a narrow, targeted framework law, not a broad pardon [204130].
Turkey’s parliament is also set to discuss a separate student amnesty law this week, allowing those expelled from universities to return to their studies, alongside the proposed “framework law” related to the broader reconciliation process [204108].
