Turkey’s Framework Law: No General Amnesty, Only PKK Clause in 15-Article Draft

A senior Turkish official has clarified the contents of a new legislative package heading to parliament next week. The 15-article draft law does not include a general amnesty or any provisions targeting specific individuals. According to the statement, the only security-related measure in the current package concerns members of the PKK, a group designated as a terrorist organization by Turkey, the United States, and the European Union. The official emphasized that the draft is a narrow, targeted framework law, not a broad pardon.
