Ukraine says it has intercepted a Russian document. The document reportedly outlines a plan for up to 1,000 missiles, drones, and bombs this winter.
The plan names 60 critical infrastructure sites as targets. Substations near Ukraine's western border could be among the first hit. Those substations carry electricity into Ukraine from Europe.
