Germany's government plans another fuel tax discount. But most of the last one never reached drivers.
A previous "Tankrabatt" (fuel rebate) gave only about 80 percent of its benefit to consumers. The rest — hundreds of millions of euros in taxpayer money — disappeared between the refinery and the gas station.
The same risk exists this time. Oil companies could again absorb part of the discount instead of passing it on.
The government is doing little to stop this.
