But Ukraine’s battlefield-tested technology still found its way in — quietly, through Western partners. The program aims to mass-produce small, low-cost attack drones. These are the same types of drones Ukraine has used daily against Russian forces for more than three years. Ukraine’s drone makers have speed and combat experience. However, they lack the scale and procurement access that American defense companies hold. So instead of winning directly, some Ukrainian firms supplied technology, designs, or components to U.S. winners. The result: Ukrainian know-how is inside the program, even if the headline contracts went elsewhere.
