Tokyo's metropolitan government will implement a new hotel tax starting in October. The tax will be a flat rate of 3% applied to all room charges. Unlike systems in other cities, there will be no upper limit, or cap, on the total amount a guest can be charged.
The new measure aims to generate revenue to fund projects that enhance tourism. Officials plan to use the money to improve local facilities and cultural attractions. They state this will create a more enjoyable experience for the millions of visitors Tokyo receives each year.
All travelers staying in any form of paid accommodation, including hotels and inns, will be subject to the charge. The tax will be collected directly by the accommodation providers at check-in or check-out. This system is designed to be simple for both guests and businesses to manage.
