An expert says the European Union's new terrorist designation for Iran's Revolutionary Guard (IRGC) is a delayed but critical step. Shahin Modarres, an Iran analyst, argues the group has created a "hell on earth" for Iran's 85 million citizens.
Modarres states the IRGC is a dual threat. Inside Iran, it is a key instrument of state repression. Internationally, it acts as a major force for terrorism.
