Kurt Volker, who served as Trump's representative for Ukraine talks, stated that resolving this "one issue" is the final step before he travels to Moscow for discussions. He did not specify what that issue is.
The announcement comes as international working groups prepare to meet in Abu Dhabi to discuss a path to end the war.
