International talks in Paris have failed to bring a ceasefire in Ukraine any closer. Despite growing public support for peace, a major obstacle remains: Russia shows no desire to end the war. Representatives from 35 nations met as a "coalition of the willing." Their goal was to plan security guarantees for Ukraine. These guarantees would support a future ceasefire. The meeting itself was significant. It included the United States, European leaders, and other global partners. However, the final agreement, called the Paris declaration, lacks concrete action. It endorses a ceasefire that does not yet exist. Western military aid for Ukraine is also not yet guaranteed. Experts state the core problem is Russian intransigence. Without a change in Moscow's stance, the war will continue.
