Minneapolis Police Chief Brian O'Hara says a fatal shooting by a federal agent was foreseen.
An agent with U.S. Immigration and Customs Enforcement (ICE) shot and killed a woman in Minneapolis on Wednesday. Speaking to "CBS Mornings," Chief O'Hara stated the violence did not come as a surprise.
"This has been building over the course of several weeks," O'Hara said. He described the shooting as "entirely predictable."
