The incident occurred in Minneapolis when ICE agents attempted to serve a warrant. According to South Dakota Governor Kristi Noem, who discussed the case publicly, the female suspect had been "stalking and impeding" the agents throughout the day. The Department of Homeland Security (DHS) stated the woman then tried to "weaponize her vehicle" against an agent. This alleged use of the car as a weapon prompted the agents to fire, killing the woman.
