Dick Zimmer, the former New Jersey congressman who wrote the national Megan's Law, has died. He was 81.
Zimmer authored the landmark legislation in 1994. It was a direct response to the rape and murder of 7-year-old Megan Kanka in his home state.
The law requires every U.S. state to tell the public where convicted sex offenders live. This community notification system became his defining political achievement.
Zimmer served three terms in the U.S. House of Representatives. He was known as a firm fiscal conservative.
His family confirmed his death but did not state the cause.
