Budanov replaces Serhiy Shaptala in the key position. The general staff coordinates all military branches, including the army, navy, and air force. The 38-year-old Budanov has led Ukraine's Main Directorate of Intelligence (GUR) since 2020. The GUR is known for its bold operations against Russian forces. These have included reported attacks on occupied Crimea and strikes on Russian naval ships in the Black Sea. No official reason was given for the change. The decree from President Zelensky did not mention the former chief, Shaptala's, next assignment. This major leadership shift comes as Ukraine continues to defend against Russia's ongoing invasion. The war is now in its third year.
