Six patients at Hong Kong public hospitals avoided higher fees by arriving just before a new pricing system began. The changes took effect at midnight on New Year's Day.
The revised rules charge more to patients with milder conditions and stronger finances. Those with more serious needs or lower income will receive greater support.
Other patients told local media they had to pay the increased fee or seek care from private doctors. The government says the reform ensures public hospital resources go to those who need them most.
The new accident and emergency (A&E) department fee is HK$220. The old fee was HK$180. Officials estimate the change will affect about 6 percent of A&E patients.
