China has set a new target to create over 8 million new urban jobs this year. This goal signals a shift in the country's economic strategy, placing greater emphasis on employment and household income stability.
The focus on jobs comes as some workers face economic uncertainty. Xiao Mei, a kindergarten teaching assistant in Hangzhou, has not seen her salary increase in three years. She considers herself fortunate to have avoided pay cuts or job loss, which several of her friends have recently experienced.
Xiao Mei earns about 6,000 yuan (US$845) monthly. This is well below the Hangzhou average of 13,500 yuan. Her situation highlights the challenges for some urban workers.
By prioritizing job creation, the government aims to bolster consumer confidence and domestic spending. This move marks a strategic adjustment towards sustaining stable economic growth.
