In response, the Development Bureau announced tighter rental and operating terms on Monday. Officials said they have strengthened legal documents for the site. The new rules place a "heavier onus" on operators to follow all regulations. The Pier is a public space created from an old railway freight yard. The new measures aim to prevent similar problems for future events there.
