Russia says it is prepared to legally confirm it has no plans to attack NATO or the European Union. The statement came from Deputy Foreign Minister Sergei Ryabkov and was reported by a Russian state news agency. The offer follows the killing of a senior Russian general. Lieutenant General Fanil Sarvarov died in a car bomb attack in Moscow, investigators say. General Sarvarov oversaw combat training for Russian forces in Ukraine. He had extensive experience in Russia's post-Soviet wars, including both Chechen conflicts and the military intervention in Syria. The Kremlin is expected to comment on the attack. Some Russian officials have already called for revenge.
