Ukraine's Missing "DARPA": A $1.5 Billion Tech Gap with Russia?

A critical defense technology agency, promised for Ukraine since 2020, still does not exist. Experts warn this failure has allowed Russia to gain a significant advantage on the battlefield.
The proposed agency, often called "Ukraine's DARPA," was meant to coordinate advanced military research. DARPA is the U.S. Defense Advanced Research Projects Agency, famous for pioneering technologies like the internet and GPS. A similar Ukrainian body was legally created four years ago to develop drones, electronic warfare, and other vital systems.
However, it has never become operational. Without this unified system, development efforts across companies and government groups remain uncoordinated. This has caused delays and inefficiencies.
One expert estimates the strategic cost is high. "We are now at least $1.5 billion behind Russia in terms of technological solutions," said Mykhailo Fedorov, Ukraine's Minister of Digital Transformation. He leads many drone innovation projects. This gap, he stresses, translates directly into a disadvantage for Ukrainian soldiers who depend on cutting-edge tools.
The continued absence of the central agency means Ukraine struggles to rapidly test, fund, and scale new inventions from its vibrant tech sector. As the war enters its third year, closing this innovation gap is becoming increasingly urgent.
