The United States is reportedly considering a plan to convert Russia’s “dark tankers” into legitimate vessels. These ships currently operate in secret to move sanctioned oil.
Under the proposal, the converted tankers would be allowed to transport crude oil that is not subject to sanctions. This move could weaken Western pressure on Moscow. It may also help fund Russia’s war in Ukraine.
