Israel has started counting more than 500,000 double-envelope ballots, a step that could shift the final results of the election. These ballots are cast by voters who cannot reach a regular polling station, such as soldiers, diplomats and hospital patients. Counting is expected to finish by Thursday evening. Neither Prime Minister Benjamin Netanyahu's bloc nor the bloc of rival Gadi Eisenkot is projected to win a majority, leaving the outcome open.
