Turkey's Constitutional Court (AYM) has ruled that Istanbul Governor's Office violated rights by banning "anti-war" protests, according to the court's reasoned decision.
The court stressed that the burden of proof lies with the authorities. The government must demonstrate that restrictions on assemblies stem from a necessary social need.
The decision reinforces that public officials, not protesters, must justify limits on the right to assembly.
