Ukrainian President Volodymyr Zelenskyy said it is "increasingly clear" that Russia does not want an energy ceasefire, after strikes hit energy facilities.
Zelenskyy had proposed a 60-day total ceasefire to allow Ukraine to hold presidential elections.
Speaking virtually at a conference, he responded to US President Donald Trump's "sudden but very important" energy ceasefire declaration over the weekend. Zelenskyy noted that Russian President Vladimir Putin "does not read Truth Social," the site where Trump posted his declaration.
Zelenskyy also warned that Russia wants to destroy Europe's existing security structure. "Russia wants to ruin the existing security architecture in Europe to make sure that Russian domination comes back to where it was before 1989," he said. "We have no doubt about it."
