EU delays climate rules to cut fuel prices

The European Union may postpone its greenhouse gas monitoring rules by one year. Energy Commissioner Dan Jorgensen proposed the delay at a summit of EU countries. Jorgensen said the EU expects a "challenging" winter with "very high prices." The delay is meant to ease rising fuel costs.
