Thobeka Madiba-Zuma, wife of former President Jacob Zuma, has urged the government to strengthen public safety measures to combat rising gender-based violence.
She spoke at the second annual Queens High Tea in Ballito, an event held to celebrate King Misuzulu kaZwelithini's birthday.
