The United States and China are both worried about artificial intelligence (AI). But they fear very different things.
Washington focuses on long-term threats. These include AI that could escape human control or be used in cyberattacks and military systems.
Beijing focuses on more immediate concerns. These include economic stability, social order, and keeping control over information.
Because the two countries disagree on what the real dangers are, they cannot work together. Until they agree on what risks matter most, cooperation on AI safety remains a distant hope.
