Hong Kong will begin charging higher fees at public hospital emergency rooms on January 1. To manage the change, officials promise a flexible start.
Currently, all patients pay HK$180. Under the new policy, only the most critical patients will receive free treatment. All others will be charged HK$400.
The Hospital Authority stated that patients who leave the emergency department before seeing a doctor, or before their fee assessment, will not be charged the new higher rate initially. This transitional measure is designed to prevent confusion and ensure a smooth implementation.
The change means free care is reserved for patients classified as "critical" or "emergency." Those with "urgent," "semi-urgent," or "non-urgent" conditions must pay the new, higher fee.
The authority says this policy aims to encourage appropriate use of emergency services and direct non-urgent cases to general outpatient clinics.
