The report, published Monday by the Washington-based Center for Strategic and International Studies (CSIS), details a "growing" Chinese build-up. The activity is focused in and around the Yellow Sea's Provisional Measures Zone (PMZ), an area where both countries' claims overlap. Specifically, China is installing buoys in the zone. These floating markers can be used to claim maritime territory or monitor ship movements. The CSIS project, called Beyond Parallel, states these actions will trigger "more scrutiny" from South Korea. Seoul is expected to closely watch Beijing's moves in the sensitive region. The Yellow Sea has long been an area of diplomatic friction between the two nations.
