Sweden's centre-left bloc leads the governing parties by 175 seats to 174, according to the latest projection. Deputy Prime Minister Ebba Busch says the result may not be clear until Wednesday.
The far-right, anti-immigration Sweden Democrats could enter government for the first time. The party's rise has drawn international attention, coming just days after Germany's Alternative für Deutschland (AfD) won regional elections in Saxony-Anhalt.
Opposition leader Magdalena Andersson said: "If this result stands, Sweden will get a new government."
Voting is under way across the country.
