A strategic city in eastern Democratic Republic of Congo has fallen to M23 rebels. The capture has created fear and uncertainty among residents in Uvira.
This new offensive directly challenges a recent U.S.-brokered peace agreement. That deal did not include the M23 group.
Under the agreement, neighboring Rwanda promised to stop supporting armed groups. It also pledged to help end the fighting. However, Congo and the rebels now accuse each other of breaking earlier ceasefire promises.
The situation creates major doubts about the future of peace in the troubled region.
