Turkey’s parliament approved a limited amnesty for Kurdish PKK militants on Monday, marking a major step in a peace process meant to end decades of conflict. The new law, however, does not cover jailed PKK founder Abdullah Ocalan, whose release the group has demanded as a central condition.
