HONG KONG – Stretches of green farmland, shimmering ponds, and winding village roads give Hung Shui Kiu in the New Territories a rustic look—a sharp contrast to Hong Kong’s glistening skyscrapers. This rural landscape is slated for a radical transformation under the government’s ambitious Northern Metropolis blueprint. The area is primed to become a modernised logistics hub.
But the premise of this transformation hit a roadblock. When the government invited developers to bid for a major land parcel in the project, only two companies raised their hands. The low turnout raises questions about private sector confidence in the mega-plan.
The Northern Metropolis is a key policy aimed at boosting housing and economic growth. Yet, the muted response suggests developers may see high costs, slow returns, or unclear regulations as barriers. Officials have not commented on the reasons for the low bid count. The project’s future now hinges on whether the government can attract more investors to turn the vision into reality.
