This was explained by Eléonore Caroit, France’s Minister Delegate for Foreign Affairs. She described a careful balance of priorities in regions facing political instability. The new approach emphasizes direct dialogue with civil society groups and young people. This shift acknowledges that official relations with governments can break down after events like military coups. Caroit stated that France must adapt its tactics for each unique crisis. Countries such as Madagascar, Guinea-Bissau, and Gabon require specific, situation-based strategies rather than a single fixed policy.
