Federica Mogherini, the European Union's former top diplomat, has been formally charged in an Italian investigation. Prosecutors allege fraud and corruption in an EU-funded training program for junior diplomats.
An Italian judge issued the charges against Mogherini and two other individuals on Wednesday. The case centers on suspicions of fraudulent activity related to management of the training scheme.
