The United States and Ukraine have drafted a framework for a major defense agreement that would allow Ukraine to export military technology to the U.S. and manufacture drones alongside American companies, according to sources familiar with the talks.
Under the proposed deal, Ukrainian firms would produce drones in partnership with U.S. manufacturers, while also sending their own military tech to the United States. The arrangement marks a significant shift in defense cooperation between the two nations.
Sources say the outline is still preliminary, and final terms have not been set. The deal would represent one of the deepest military-industrial partnerships the U.S. has formed with a foreign country in recent years.
