But this argument says less about Doha than it does about the United States. It reveals a deeper issue: a generation after the Cold War ended and a quarter-century into the war on terror, American foreign policy discourse is stuck asking the wrong questions.
The focus on labeling Qatar distracts from understanding its complex role in the region. Instead of forcing a simple yes-or-no answer, experts suggest the US should look at what Qatar does, not just what it is called. The real issue is not Qatar’s identity, but America’s own struggle to define its strategy in a changing world.
