South Africa's Minister of Correctional Services has reported that over 18,000 individuals released on parole reoffended within the last three years. This high rate of reoffending, known as recidivism, highlights a critical challenge for the nation's justice system.
The minister's statement included specific data from the 2024-25 period. During this time, 209 parolees were convicted of murder and 330 were convicted of rape after being released.
Recidivism occurs when a person who has served a criminal sentence commits another crime and faces re-arrest or conviction. Experts identify this as one of South Africa's most significant justice issues.
