A government-funded online resource portal for Hong Kong teachers and students has failed to attract users, with thousands of digital items never downloaded or viewed, a new audit has found. The Audit Commission report, released Wednesday, reveals that Hong Kong Education City (EdCity) — a platform offering lesson plans, quizzes, and learning materials — missed its user targets by a wide margin. The executive director of EdCity told auditors that low readership was due to the city’s shrinking student population. However, the report noted that even among registered users, engagement remained extremely low, with many resources remaining untouched since their upload.
